Pembentukan Hey! Say! JUMP diumumkan dalam konser "Johnny's Jr. Hey Say 07 in Yokohama Arena" di Yokohama, 24 September 2007. Hey! Say! JUMP dimaksudkan sebagai kelanjutan dari unit penyanyi idol Hey! Say! 7 (angka "7" dibaca sebagai "seven") yang direncanakan hanya berkegiatan dalam masa terbatas.
Hey! Say! JUMP dipersiapkan untuk bernyanyi dalam Kejuaraan Dunia Bola Voli 2007 yang berlangsung di Jepang, 2 November-2 Desember 2007. Singel CD mereka, "Ultra Music Power" dijadikan image song dalam kejuaraan yang disiarkan secara langsung oleh jaringan televisi Fuji. Setelah V6, Arashi, dan News, grup Hey! Say! JUMP menjadi generasi ke-4 grup idol Johnny & Associates yang menjadi bintang dalam siaran langsung Kejuaraan Dunia Bola Voli."Hey! Say! JUMP" dipilih sebagai nama grup, karena semua anggotanya kelahiran tahun Heisei. JUMP adalah singkatan dari Johnny's Ultra Music Power. Istilah "Hey! Say!" juga pernah dipakai sebagai judul album grup penyanyi idol Hikaru Genji yang dirilis tahun 1989.
